Underage alcohol consumption at historic low

For 36 years, Monitoring the Future has been collecting data on American youth’s attitudes and behaviors. They have consistently been one of the most valuable resources available to educators, lawmakers, law enforcement and the general public. Today, they announced,

“Alcohol use—and, specifically, occasions of heavy drinking—continues its
long-term decline among teens into 2010, reaching historically low levels.”

So, why are we introducing controversial new legislation when communities that enforce the existing laws on the books has been so successful? What do you think?
